Dear Mr. DiPilla:
Thank you for the January 29, 2004 Status Report from Task Group F13.10.01 on Generic Methodologies
for Quantifying Walkway Slip Resistance Measurements. This report was reviewed by COS at their
recent meeting.
As you know, COS has had concerns with the lack of precision and bias, and the reference to proprietary
apparatus, in standards F1677, F1678, F1679, and D5859. Due to their proprietary nature, COS has ruled
these standards are in violation of Section 15 of the
Regulations Governing ASTM Technical Committees.Additionally, the lack of a precision and bias statement in these methods violates required ASTM Form
and Style.
COS is pleased to hear that Committee F13, through task group F13.10.01, is working towards the
development of methods that are not apparatus-specific, and expects that these standards will be
developed by September 30, 2006. At that time, COS intends to withdraw the four existing F13 methods
mentioned above if Committee F13 has not completed action. Finally, COS would like to receive a report
prior to each of their future meetings detailing the progress of F13.10.01; the first update is thus requested
by August 15, 2004. This issue will be monitored and may be revisited based upon progress displayed by
F13.
